Well, I like to imagine that inside his tree stump he runs his own version of government, with him at its center. All Groundhogs view him as a Supreme Leader: in complete control of information, Groundhogs day to day operations, and religion. All stemming from the singular day per year where he is 'ascended' by his Creator.
